Administration
  - Clerk-Administrator: Jim Bowden is our Clerk-Administrator. Jim has overall responsibility for all municipal operations. He is responsible for the statutory functions of Municipal Clerk, property negotiations, and communications direct to Council. Jim is the Chief Administrative Officer and heads up the administrative aspects of the organization.

  - Administrative Assistant: Julie is our Administrative Assistant, responsible for assisting with Council and Committee agendas preparation, performing counter duties, and assisting the Deputy Clerk, Clerk Administrator and Deputy Administrator.

  - Deputy Clerk: As the Deputy Clerk, Lindy acts as Confidential Secretary to the Mayor, Councillors and the Clerk-Administrator. She prepares notices and agendas for various meetings for approval and signature of the Clerk-Administrator. She is responsible for preparation and safe keeping of all minute books and all records of Council and Standing Committees and for performing duties as assigned by the Clerk-Administrator.

  - Receptionist: Elaine is our Receptionist and provides switchboard, Municipal Hall reception and information services to the general public and Langford staff and also provides routine assistance to the Administration Department.

Building Inspection
  - Chief Building Inspector (R.B.O.): Dan is our Chief Building Inspector who is responsible for administering the Building and sign Bylaws and BC Building Code. This includes all information relating to the issuance of building permits, plumbing permits, chimney and wood stove permits. In addition Dan coordinates the Langford Board of Variance.

  - Senior Building Inspector: Jennifer is our Building Inspector who is responsible for administering the Building and Plumbing Bylaw and BC Building Code. This involves availability to the public for application of building/plumbing permits for issuance of building, plumbing, chimney and/or wood stove permits.

  - Building Secretary: Janet is able to field all general building inquiries. She supports the Building department in an administrative capacity. Janet maintains documents and carries out various administrative tasks for the Building department including the processing of building permits, plumbing permits and booking inspections. Janet is also responsible for business license applications.

  - Building Secretary: Sharon is our Building Secretary who is responsible for processing building permits, plumbing permits and chimney/wood stove permits. Sharon can book inspections and answer general inquiries about the building permit process.

Bylaw Enforcement
  - Senior Bylaw Enforcement Officer: Lorne is our Manager of Bylaw Enforcement. He makes recommendations to Council on civil litigation for enforcement, testifies in Court actions (including Prosecutions), and serves summons and Municipal Tickets. Lorne has a good track record of resolving enforcement issues without involving the Court system. He has chaired the Bylaw Subcommittee for the Greater Victoria Crystal Meth Task Force and has volunteered over 3,800 hours in the past sixteen years as an Auxiliary Constable with the RCMP ‘E’ Division Provincial Auxiliary Constable Program. Lorne presently serves as President of the License Inspectors' and Bylaw Officers' Association of British Columbia and constantly strives to improve the standards of the profession.

  - Bylaw Enforcement Officer: Assistant to the Senior Bylaw Enforcement Officer, Michael is responsible for enforcing City Bylaws as a result of legitimate complaints from the public, other departments or agencies. He makes recommendations to the Senior Bylaw Enforcement Officer on matter of bylaw enforcement , testifies in Court actions (including Prosecutions), serves summons and issues Municipal Ticket Informations. Michael has an extensive law enforcement background and is a member of the Canadian Corps of Commissionaires under contract to the City of Langford.

  - Bylaw Enforcement Officer: Assistant to the Senior Bylaw Enforcement Officer, Deb is responsible for enforcing City Bylaws as a result of legitimate complaints from the public, other departments or agencies. She makes recommendations to the Senior Bylaw Enforcement Officer on matter of bylaw enforcement , testifies in Court actions (including Prosecutions), serves summons and issues Municipal Tickets. She brings with her more than six years of enforcement experience from other local and provincial government levels. Deb works Tuesday to Saturday to accommodate weekend violations.

  - Bylaw Enforcement Officer: Assistant to the Senior Bylaw Enforcement Officer, Paul is responsible for enforcing City Bylaws as a result of legitimate complaints from the public, other departments or agencies. He makes recommendations to the Senior Bylaw Enforcement Officer on matters of Bylaw Enforcement, testifies in Court actions (including prosecutions), and serves summons and issues Municipal Ticket Information. Paul brings more than 8 years of Law Enforcement experience employed as a Police Officer in the United Kingdom and Australia.

  - Accounting Clerk: Patricia is our Accounting Clerk who provides general accounting duties to the Finance Dept., performing duties of handling tax enquiries and counter duties. She also provides clerical support to the Bylaw Enforcement Department

Engineering
  - City Engineer: John is the City Engineer, responsible for coordinating and managing the design, construction and maintenance of roads, sidewalks, storm drainage, streetlights, traffic signals, sewers, as well as Langford’s parks and trails. He is the Approving Officer for subdivisions. John is responsible for the staff in the Engineering Department and provides input through weekly staff meetings or individual consultation. The Building Department also reports to him.

  - Engineering Technologist: Trevor is responsible for the road overlay/repaving program, small road improvement program, and crack sealing program. He processes applications for permits to work in roadways and driveway/culvert installation permits for applicants, including utility companies such as Telus, Terasen, BC Hydro, and CRD Water. Trevor is also responsible for the City of Langford’s monthly road maintenance inspections.

  - Land Development/Engineering Secretary: Wendy is able to field all Land Development inquiries such as questions on the procedures, fees, and status of Subdivisions, Strata-Title Conversion applications and also the Technologist who is overseeing the application. She supports Land Development in an administrative capacity. Wendy passes any road maintenance requests to the City's contractors or appropriate Engineering staff. She also carries out various administrative tasks for the Engineering Department.

  - Lead Engineering Secretary: Suzette handles all general engineering inquiries, assists in the processing of Bylaw 33 permits and passes any street lighting and road maintenance requests to the City's contractors or appropriate Engineering staff. Suzette coordinates and can provide the status of all public service requests. She is able to provide updates and information on projects taking place around the City of Langford, including traffic calming and any other current engineering related proposals or road works. Suzette books meetings for the City Engineer as well as other staff in the Engineering Department. She coordinates the administrative functioning of the Engineering Department and is responsible for the Engineering administrative staff.

  - Manager, Engineering Construction: Victor oversees the day-to-day organization of all municipal maintenance work and design review. He also provides technical input for all major projects and assists the public during emergency after hours call outs, resolving general complaints and other engineering related concerns.

  - Land Development Technician / Planner I: Robert is responsible for developing and reviewing conceptual plans, receiving subdivision applications, processing and inspecting subdivision and development works, and assisting with counter enquiries. He works to ensure requirements established through rezoning, development permit, and building permit processes are adhered to.

  - Public Works & Operations Coordinator: George supervises many works around the City of Langford, including sidewalks, traffic calming projects, crosswalk safety and the City’s traffic signals. He is also responsible for the design, inspection and coordination of the City’s major road upgrades such as Goldstream Avenue and Peatt Road. George also oversees the City’s sewer maintenance contract and assists in the day to day activities of sewer inquiries as well as the review and inspection of subdivision, development and utility permits.

  - Engineering Secretary: Sharon is able to field all general engineering inquiries. She supports the Engineering Department in an administrative capacity. She passes any street lighting and road maintenance requests to the City's contractors or appropriate Engineering staff. Sharon answers general questions on the procedures, fees and status of Subdivisions, Strata-Title Conversion applications, assists in the processing of Bylaw 33 permits and can advise of any traffic calming and other current engineering related proposals or road works. She also carries out various administrative tasks for the Engineering Department and books meetings for the City Engineer as well as other staff in the Engineering Department.

  - Engineering Technologist: David is responsible for construction inspection of subdivisions, infrastructures, utilities and frontage improvements for new developments and capital projects. David also conducts the City of Langford’s monthly road maintenance inspections, responds to the publics’ engineering related inquiries and day-to-day of roads, signage, storm drains and streetlights maintenance requests.

  - Deputy Manager: Michelle is responsible for overseeing land development processes, stormwater/rainwater planning, work on the Spencer Road interchange and managing service requests. She works together with the other Deputy Engineer in managing the construction, develop and public works groups.

  - Land Development and Subdivision Coordinator: Brent Molnar, AScT – Brent is responsible for development conceptual planning, receiving subdivision applications, processing and inspecting subdivision and development works and helping counter enquiries.   - Engineering Technologist: Lorne is a part of the City’s sewerage and drainage team. He oversees many works around the City of Langford and assists in design review, inspection and coordination of the City’s sewer infrastructure improvement program. He is involved with the day to day activities of sewer and drainage construction fielding inquiries from concerned residents and ensuring safety of vehicular and pedestrian traffic through temporary construction sites.

  - Treasurer: Steve is our Treasurer who is responsible for the overall financial operations of the municipality including management of the Finance department, insurance and risk management.

Parks and Recreation
  - Parks Manager: Jason oversees the organization of all municipal park planning, design and construction. He’s responsible for all parks related issues pertaining to rezoning, development permit, development variance permit and OCP amendment applications. Also, Jason represents the City of Langford on parks and trails planning matters with other jurisdictions. With an extensive background in landscape design and construction - Jason works to ensure parks and open spaces established through the rezoning and development permit process are completed to the City’s expectations. Working with the Parks Technician, he provides design and technical input for all capital projects and assists the public in resolving general complaints and other parks related concerns.

  - Engineering Technician: Rob is responsible for the maintenance of parks, boulevards and trails, which is done by private contractors rather than a public works department. Rob inspects these green spaces on a regular basis to ensure that they are safe for public use and are aesthetically pleasing. Rob works with the Planning Department helping to oversee the construction of the City's new parks and trails. Rob is responsible for the maintenance of trees on City of Langford property and can be contacted for any concerns about tree safety. Questions regarding City initiatives concerning the West Nile Virus can be answered by Rob.

  - Parks Secretary: Susan’s time is divided between the Parks Department and the Land Development Section in Engineering. She is able to field general inquiries and supports both departments in an administrative capacity.

  - Parks Planner: Mike will assist with the construction of City Centre Park and Langford-2010 capital projects. He will also help in developing policies and procedures for the operation and protection of our parks and assist with the Parks Master Plan.

Planning and Zoning
  - City Planner: As City Planner, Matthew is the director of the Planning Department, and is responsible for all aspects of planning in Langford. Matthew represents the City of Langford on planning matters with other jurisdictions, prepares plans and reviews, analysis and reporting of development applications. He works closely with the Park Department in planning for parks and the implementation of the Trails Master Plan in Langford. Matthew continues to assist in the processing of some rezoning, development permit, development variance permit and OCP amendment applications and is available to answer questions about future development potential and zoning of land within the City of Langford. Mathew has been with the City of Langford Planning Department since 1997, and is able to offer a wide range of knowledge in regards to historical land use patterns and land use decisions.

  - Planner 1: Iain grew up in the West Shore and is proud to be a part of the ongoing transformation of the community. He shares the responsibilities of day-to-day planning tasks such as reviewing rezoning and development permit applications with his colleagues, and is also involved in several long-term planning initiates. Iain is a good person to ask questions about the City’s Public Art, Wayfinding, and Agricultural Strategies in addition to general planning issues.
